Social participation constitutes a mechanism that shapes the modern community. Different practice of participation builds different community. In Beijing，there are many villages boasting profound cultural tradition. The social construction and governance of those villages may draw on the experience of community building. The practice of community building shows that，neither is the shortage of participation a result of social indifference，nor are the people unwilling to participate. The low level of participation is more likely a result of the neglect of their will. This study attempts to illustrate with data from a quantitative investigation that the community residents have pretty strong will to participate the community governance；in consequence，the key to the progressive solution of issues related to community participation lies in guiding and fostering the residents’ participative activities.
