The Tenth Henan Provincial People’s Congress of CCP held on Nov.7，2016 promoted a new goal of building Henan Province as the highland of culture all over the country. Henan is famous for historical resources，especially root cultural resources，among which the root cultural mecca for Chinese all over the world is most likely to be the cultural highland of the country，so building Henan as the root mecca for all Chinese people should be the focus of the highland construction. Building root mecca for all Chinese people has a great significance. Henan enjoys rich resources of root culture and realistic basis. Making Henan a root cultural mecca for Chinese people all over the world，we should give priority to setting up a cultural mark for Zhongyuan （central China，mainly pointing Henan Province and some places of its neighbor provinces），regularizing folk activities from clans，communicating overseas and absorbing investment，promoting root cultural tourism and developing innovative products of root culture.
