The cosmetics industry of Baiyun District has a pivotal position in Guangzhou，even in China.. Based on the interviews and questionnaires to cosmetics enterprises in Baiyun District，this paper analyses the development process as well as the characteristics structure. Several strategies for the development of cosmetics industry were proposed，including establishing the personnel training system，providing financial support，building brand，planning the cosmetics industrial parks，expanding the sell modes，enhancing to crack down on counterfeit goods，and so on.
