Civil execution undertakes the tasks of implementing the effective judgment and realizing the rights of creditors and the smooth operation of the civil execution is an important measurement for the level of development of Rule-of-Law. The Supreme People’s Court calls for the Basic Solving of the Hard-to-Execute within 2 to 3 years. Thus，the two levels of courts in Xuchang overcame difficulties in the current executing work and vigorously carried out innovation in the executing work. Through the practice of carrying out off-site execution，staged execution and informatization of executing work，the Executing Department achieved remarkable results in breaking the Hard-to-Execute.
