<<In 2016，the governability of the Partido Colorado led by Carters weakened，and the reform measures were hampered as a result. Paraguay’s GDP growth rate of 4% was higher than the average level in Latin America，and its low-cost manufacturing industry showed great potential. Its foreign relations had been improved by efforts of consolidating of bilateral relations with Brazil and returning to MERCOSUR.
