The rapid development of the automobiles determines the globalization trend of the automobile industry.The local protection policies between countries and product qualities of the different manufacturers are uneven.This led to the difficulty of vehicle safety to obtain international recognition and hinder the progress of the globalization process of the development of automotive industry.This paper is divided into six parts，the first two parts introduced the organizations for establishment of auto regulations- the United Nations Economic Commission for Europe （UNECE），ECE Laws and Regulations Working Group and WP 29 Working Group，it also introduced the “1998 Agreement”'s formulation and operation；The third part focuses on the background and principle of the development of EVS-GTR regulations.The fourth part includes the progress of the establishment of the regulations，such as the regulations for the electric vehicles，capacitors，electrolytes and batteries，etc..The fifth part introduces the EVS-GTR work plan in future.The sixth part summaries the EVS-GTR regulations.The EVS-GTR regulations are still in the draft and discussion process.After the further revision，it will achieve a high degree of unity with those in other countries in the world.
