Scientific and Technological HR is important strategic resource to build a moderately prosperous society in all aspects. It determines the level and performance of our country's innovation,and plays a significant role in promoting economic and social development. With the deepening of global economic integration,as well as increasing international competition,the ability to create and apply knowledge has become a decisive force to gain competitive advantage. If a country or region wants to have a leading position in economic area,a basic prerequisite is to have a large-scale,high-level scientific and technological human resources team. This paper systematic studies the total amount,structure,quality,liquidity,performance status and other issues of scientific and technological human resources in our country,meanwhile analyzes the impact of financial crisis on scientific and technological hr,future demand and supply conditions of scientific and technological hr in our country,and puts forward recommendations of a sound policy on scientific and technological hr management.
