    我国引进国外人才成就与问题的数量分析(2000~2009)

    摘要

    本文首先阐述了我国引进国外人才的形势和任务,然后利用2000至2009年的统计数据,量化分析了我国引进国外人才取得的主要成就和面临的主要问题。分析表明,2000年以来,我国引进国外人才规模不断扩大,高学历人才比重不断提高,第三产业引进国外人才突飞猛进,教科文卫类人才比重明显提升,长期专家逐渐成为我国引进国外人才的主体;但是,也存在引进国外人才增长速度显著落后于经济增长速度,引进国外人才高度集中在东部地区,农业引进国外人才占比极低并不断下降,“引智”与“引资”显著失衡等问题。文章最后提出了促进我国引进国外人才的若干建议。 <<

    Abstract

    Firstly,this article illustrates the situations and tasks of the brain gain in China. Then,by using the statistical data from the year of 2000 to 2009,the main achievements and problems of the brain gain in China is quantitatively analyzed. It shows that,in the past ten years,the scale of the brain gain in China expanded much; the proportion of the highly educated foreign talents has been rising; the third industry has made great progress in brain gain; the proportion of the foreign talents of education,science,culture and health increased significantly; the long-term experts gradually became the main part of the introduced foreign talents. However,China also faces some challenges in its brain gain. The growth rates of China's brain gain were much lower than its economic growth rates. The introduced foreign talents highly concentrated in the eastern region. The proportion of the introduced foreign agricultural talents was extremely low and has been declining. The introduction of foreign talents and the introduction of the foreign direct investment in China were significant imbalanced. Finally,this article proposes some policy suggestions on promoting China's brain gain. <<
