This article made an overall description and analysis of the talents' household registration policies since the People's Republic of China was built. Chinese household registration system was known of its restriction on population and employment migration,however,the central and local governments gave lots of particular preferential to talents and create various forms of population management such as "blueprint household registration","habitancy certificate system",and "accumulated points to get registered",etc. In the days to come,the talents' household registration system should be loosen step by step as before,continue to add talent group who can be registered at any place,improve the habitancy certificate system,and permit talents household registration to be migrated in limited areas,until the household registration limitation be removed clearly. <<
