The Beijing's new countryside planning has been launched and spread out during the 11st five year plan. But in the great achievements,we can spot some disadvantages such as the relatively low participation level of farmers,so the enforceability of planning is undermined. In the next step,Beijing's rural planning should follow the following principles,first,increasing the participation of rural communities; second,establishing the partnership between farmers and government; third,expanding the expressing channels of farmers' needs on public goods. <<
