The problem of substitute teachers in rural areas arising at the end of 2005 made new progress in 2007.Some policy patterns emerged，such as dismissing all substitute teachers in Shen Zhen or transforming all substitute teachers to formal teachers at one stoke through examination in Chong Qing. However，most of other areas adopt gradual methods to address the problem. Reasonable solutions to the problem of substitute teachers are in an urgent need.
