Combined with the related educational incident that occured in recent years especially in 2007，this paper analyses the trend of the higher education administration and influence to academic and educational development. It also discusses the difficulties when people try to get rid of the administrative tendency，and points out that institutional reform of higher education with administrative reform as the key link is the inevitable choice to solve the problem of administrative tendency.
