Hong Kong and Macao’s growing recruitment of mainland Chinese students reinforces the competition among Mainland universities and Hong Kong and Macao counterparts and leads to the match of demand for and supply of higher education across mainland China and the two Special Administrative Regions. Hong Kong and Macao higher education meet not only the excess demand but also the differentiated demand of mainland Chinese students. Hong Kong higher education institutions focus on recruiting high quality undergraduates and postgraduates，while Macao targets on self-funded undergraduates. With the integration of regional higher education and the establishment of regulations，market mechanism plays an increasing role in enhancing education resources and students mobility.
