Many urgent problems need to be solved in China’s rural application-oriented talents’ quantity，quality，distribution，which results from government’s investment，social system，mode of talent training，etc.After using the relative experiences of other developed countries for reference，this paper holds that perfect laws，favorable policy，rural vocational education，and the “dual education”（high and vocational education）are the key to cultivate and use rural application-oriented talents，and it is the only way to construct new rural areas as well. <<
