In the process of urbanization，rural villagers and urban residents both live in the suburban areas. So there is co-governance of the urban residents committees and the villagers committees. The different functions of different social organizations may help to strengthen the Chinese Communist Party’s role of leadership and coordination，to combine the advantage of the villagers committee in economic development and the advantage of the urban residents committees in organizational work as functional complementarity. Thus，with various channels and means，the problems can be discovered timely and controlled and constrained within the corresponding norms and flexible institution in response to the voice of the residents and villagers，and to ensure the social harmony and stability.
